Born in Buenos Aires in 1933. He was a member of the Nueva Figuración group between 1961 and 1965, revolutionizing artistic language with his expressionist and experimental approach. Since 1959, he has had more than 100 solo exhibitions in cities such as Buenos Aires, Madrid, New York, Paris and Latin America.

Among the numerous awards he has received are the French Government Scholarship, the John Simon Guggenheim Memorial Foundation, the Honorable Mention at the Tokyo International Print Biennial and the Konex Honor Award. In 2009 he represented Argentina at the Venice Biennale.

His work and thought make him a reference in contemporary art and culture. Noé has contributed significantly to art theory.
